Town officials and residents urged coordinated action with the Army Corps of Engineers after months of local flooding and maintenance gaps; council members said federal involvement is needed to finance and coordinate work across jurisdictions.

Council members pressed officials over a delayed Milltown battery energy storage project, citing construction costs (roughly $850,000), total program costs above $1 million, a monthly readiness fee near $41,000, and an expected two-year wait for returns; contractors said energizing is likely by mid-October.

Council considered Resolution 2026-220 to adopt Milltown’s Community Energy Plan required for a Board of Public Utilities grant. Members debated state electric management, solar options, and whether a referendum should decide major energy policy; staff said adopting the plan is necessary to access grant funds.

Council approved Resolution 2026-219 to submit a grant application to the New Jersey Department of Environmental Protection for a preliminary assessment of the former DPW site. Some council members said they were disappointed at late notice; others called the testing a sensible first step.

Multiple South Brook Drive residents told the council their basements and properties have repeatedly flooded for years and asked the borough to prioritize dredging, engineering studies and intergovernmental coordination; council members pledged follow-up and site visits.

The borough engineer said the battery-storage system entered "hot commissioning" the morning of July 20; council members pressed the vendor's timeline and contractual assurances about capturing five hottest days that underpin projected savings.

At the June 22 Milltown Borough Council meeting, officials opened public hearings on water and sewer equipment bonds and answered residents' questions about a failing water-tower mixer and an upcoming lead service-line replacement program. Council described funding and timelines and said contractors will be required to restore property after work.
