Canada’s shift toward multialignment is pretty clear at this point. And Carney’s message was aimed as much at Canada’s current partners as it was at the partners it wants to build with across the developing world.

I will leave the proper analysis to those who work on the EU. At the risk of sounding cynical, to a certain extent, the parts on compartmentalised multialignment and those on results versus rules, progress versus process have made me think of Ankara's foreign policy.
