This was a thing! It was called the Mundaneum. All the cards were held in one place and were supposed to be accessible, somehow, via telegraph.

Nachdem ich letztes Jahr die Hausnummer des einstigen Weltwissens in Mons besucht habe, schaffte ich es heute zu dessen Außenstelle in Wien - unter Ullmannstraße 44 war um 1930 das mit Otto Neurath kooperierende Mundaneum-Wien aufzufinden.
