MAYBE I'm thinking of Myrwhydden, but conflating him with Kanjar-Ro, but in my head, it's Gil Kane art and the bug-eyes are a big feature.

the kind of deceptive thing about Green Lantern is that he actually has a very small handful of villains? and they aren't necessarily top tier antagonists like you kinda gotta chuck Kyle's baddies in there to reach a solid 15
