G.O. 1.3 Essential requirements of the Paris Principles Encouraging ratification or accession to international human rights instruments Encouraging ratification of, or accession to international human rights instruments, and the effective implementation of international human rights instruments to which the state is a party, is a key function of an NHRI. The Paris Principles further prescribe that NHRIs should promote and encourage the harmonization of national legislation, regulations and practices with these instruments. The SCA considers it important that these duties form an integral part of the enabling legislation of an NHRI. In fulfilling this function, the NHRI is encouraged to undertake activities which may include the following: - monitoring developments in international human rights law; - promoting state participation in advocacy for and the drafting of international human rights instruments; and - conducting assessments of domestic compliance with and reporting on international human rights obligations, for example, through annual and special reports and participation in the Universal Periodic Review process. NHRIs should, in encouraging their governments to ratify international human rights instruments, advocate that this be done without reservations. JUSTIFICATION Sections A.3(b) and (c) of the Paris Principles require that NHRIs have the responsibility to "promote and ensure the harmonization of national legislation, regulations and practices with the international human rights instruments to which the State is a party, and their effective implementation". There are a variety of reasons why ganhri has vested interests in not judging UK so harshly in any case, it's essentially peer review by other countries' NHRIs and it would take a lot to reject Britain's status aiui.

But I believe further complaints continue to be submitted.

Attacks against national human rights institutions (NHRIs) weaken their ability to fulfill their mandates to protect human rights and hinder access to justice and accountability for all, UN experts warned Monday, noting an increase in reported attacks. The experts said, “NHRIs in compliance with the Paris Principles play a critical role in the promotion and protection of human rights. In carrying out their mandate, NHRIs’ leadership, members, and staff are increasingly subjected to smear campaigns, threats, defamation, and online and offline abuse, often with gendered dimensions targeting women human rights defenders and those working on gender equality and LGBTQ+ issues.” The Paris Principles dictate the competencies, responsibilities, governance, and jurisdiction of NHRIs. Their main responsibilities include: “to submit to the government … opinions, recommendations, proposals and reports on any matters concerning the promotion and protection of human rights; to promote and ensure the harmonization of national legislation, regulations and practices with the international human rights instruments to which the State is a party, and their effective implementation; [and] to encourage ratification of the above-mentioned instruments or accession to those instruments, and to ensure their implementation,” among others.
