13. Methodology post-script: you might be wondering how defense savings are ~$110B/yr when they only went from $291B in FY93 to $268B in FY98. My savings figure is (FY98 spending if % defense spending of GDP held steady) - (Actual FY98 spending), with an adjustment to cut out NPRG effects.

11. Finally, if you take the NPRG at its word and assume $168B in savings over 5 years, you'll find that comes out to roughly 10% of the deficit improvement.

I'll restate that in plain terms.

Laying off 300,000 employees in the 90s only got us 10% closer to achieving a surplus than we were before.

7. Between FY93 and FY98, the US deficit went from $255B to ($69B), an improvement of ~$325B. By far the biggest two drivers were a) an increase in the income tax rate for high earners and b) a decrease in defense spending. Even if we assume the best case savings for NPRG, it's only ~$33.6B.

6. Those differences aside, I spent some time analyzing the claim about whether the NPRG actually contributed to the US' fiscal surplus lasting between FY98-FY01. After comparing historical budget tables, the answer is... it only slightly moved the needle.

5. Sixth and finally, the NPRG did not attempt to dismantle entire statutorily-mandated agencies (e.g. USAID, CFPB).
February 19, 2025 at 2:27 AM
4. Fifth, the NPRG was significantly less rushed out alongside a flurry of other EOs geared at reshaping the federal workforce. Buyout offers were valid for years, not days. There was no mass effort to scale back grants, telework, agency communications, etc. It was generally more fed-friendly.

3. Third, the NPRG focused specifically on reducing the number of managerial staff (vice "easier to fire" probationary employees). Fourth, headcount reduction was accomplished by slowing hiring, attrition, and buyouts--not by reductions in force/layoffs.
February 19, 2025 at 2:27 AM
2. However, that's where the similarities end. First, the NPRG was Congressionally authorized and funded. Second, their efforts spanned most of the Clinton presidency, with a 6mo proposal period before starting geared at soliciting federal employee/American citizen feedback.
