We had Orion planes patrolling the Pacific and made a significant contribution at the UN to ending drift net fishing in the 1980s, but we let this lapse completely. We failed to invest in defence orientation as a regional maritime power, let alone build soft power in the region via NZAID.

I don't want to be a downer, but people have been arguing for reduced fragmentation since at least the 2000s when I worked at NZAID. A good idea, but hard to put in practice.

Right now, more than anything else, the focus should be saving lives and saving multilateral organisations that do this.
As I meet people from aid agencies around the world this week I will be making the case for a radical simplification in how we do aid:
fewer countries,
fewer projects,
radically simpler programs.
