It *is* extremely weird to be playing a game that still believes in like... "respectable" nationstate spycraft of the Cold War kind, plausible deniability, subterfuge, and things like diplomatic crises being very important in the middle of 2026.

Not living in, but citizens of. That's kind of the distinction between a nationstate and a state that isn't a nationstate: citizenship confers national inclusion in a nationstate. That's why South Africa is NOT a nationstate. It just gives special status to Boers as the progenitors of whiteness.
