They weren’t lifeboats!
Something you’ll notice about Dreadnoughts and cruisers during both World Wars was the number of ships boats carried. From launches to whalers, pinnacles gigs and cutters. The standby seaboat for man overboard, but they had more roles /1

His name became that of a training sailing ship completed in 1936. After the WW2, this vessel, along with others, was designated as reparations ships and was transferred to the United States by lottery. It is the USCG Eagle, still in service today as a training ship.

I suspect this was for display purposes prior to the ship’s arrival in Oosaka.
The Oosaka Mainichi Shimbun is a major Japanese newspaper.

N.B. The records are not clear on whether the White Head was a Royal Fleet Auxiliary vessel or a hired merchant vessel when sunk. Her commanding officer at the time, Lt Thomas Mann Heddles (who survived), was a Royal Naval Reserve officer. #RoyalFleetAuxiliary #WW1 #NavalHistory
