i'm wearing a talisman that scares drowners (they have high dodge rating and no weakness to necrophage oil in this game) but the game doesn't let me interact with containers or level transitions while i'm "in combat" which i guess correctly portrays the utter debilitation of "oh god they hate me"

Instead the human faction(s) are descended from Endless Space II’s United Empire, which is to say the bad guys of that game. Boo. With two human factions and two Necrophage factions (the VERY bad guys) that leaves the Lost Lords (also bad), meaning EL2 has only three wholly unique new factions:
