On May 4 the Town of Needham Planning Board considered a floor amendment to require inclusionary affordable units in A2 independent-living developments and, after debate between a resident proponent and North Hill representatives, the board moved the motion and members opposed it; the motion did not carry and the board instead signaled it will pursue a townwide approach to inclusionary zoning.

The board prioritized review of the affordable housing trust and 40B guidelines, debated timing for trust evaluation and possible outside expertise, and flagged the Needham development pilot agreement for renegotiation if the project advances before the Planning Board.

The Needham Zoning Board of Appeals voted unanimously Feb. 19 to issue a Chapter 40B comprehensive permit to Charles River Heights LLC for 86 affordable units at 59 East Militia Heights Drive; roughly half of the units will provide supportive housing for adults with developmental disabilities and the approval is subject to final edits to the draft decision.

Town representatives said a $1.1 million state funding award for the Seabeds project was announced and that Linden Street’s financing depends on Seabeds beginning construction (so subsidy units are freed) and on unlocking a $4 million state earmark. Project teams plan to reapply for tax credits and monitor state timing.
