FWIW as of last(?) year, it is now law that all newbuilds and roof replacements in Switzerland have to include solar panels.

Solar Energy UK: According to Government figures, for England alone, 55,773 new homes were built with solar panels fitted in the first half of this year – 58% of the 98,222 newly built in that period.
In 2021 the figure was just 16% for newbuilds in England.

The WSJ article is paywalled, but other coverage has indicated that the three existing Ford-class carriers would keep the EM system, and any newbuilds like the DORIS MILLER would be redesigned.
That said, it's still a bloody stupid idea and I don't expect to actually see it happen.

Newbuilds should have good insulation*and* be off gas. Yes draft proofing and loft insulation should remain prioritised for retrofit, but possibly not solid wall insulation.

Our total household energy bill for 2024 was just over £900 - bearing in mind that includes charging the car! Better for the planet, better for the wallet - I'm absolutely convinced we should be investing in retrofit as well as upping standards for newbuilds.

Why would I want somewhere that gives me approx twice the sq ft for my buck as some shitty newbuild that'll probably be crawling with mice within a year? (naming no newbuilds like the place in Campbell Rd, Bow I lived in when I first. moved to London)
