After a lengthy public-comment period dominated by union leaders and city employees, the Newport News City Council unanimously adopted a substitute collective bargaining ordinance (Article 37) that creates a local process for eligible city employees to negotiate with management.

City Council reviewed the FY2027 recommended operating budget, including a proposed $18 minimum wage for city employees, phased hires to move the fire department toward accreditation, neighborhood and façade grant programs, and a plan to replace the boat tax with a registration fee; council approved three small community grants and set line-amendment deadlines.

At its Nov. 12 meeting the Newport News City Council approved a suite of ordinances and resolutions — including five‑year seafood‑park leases, an open‑space easement, conveyance of two lots for a community land trust, and appropriations totaling $3.2M — each action passed 6–0.

At its Oct. 14 regular session, the Newport News City Council approved three industrial-park leases, several utility easements, a change to the city vehicle license-fee code, multiple appropriations totaling $26,989,080 and routine consent items. Most measures passed unanimously; one bond appropriation passed with a single abstention.
