Most folks are unaware of the NextNav rulemaking at the FCC, which would substantially rewrite the rules for the 900 MHz band to benefit a particular licensee (NextNav). It's a little too complicated to explain here. It has stirred up quite the hornets nest!

TLDR is that Nextnav is essentially asking the FCC for permission to make this portion of spectrum unusable to the thousands of small low powered devices that are in wide use today (meshtastic/LoRa) by filling the spectrum with broadband and high power transmitters.

Some of the comments are funny. NextNav is saying they will use the rule change to develop a "Positioning, Navigation and Timing" (PNT) system to provide a supplement/back up/improvement to GPS. So NAB filed to say "ATSC 3.0 can do PNT!" www.fcc.gov/ecfs/documen...

We are starting to see submissions to the FCC about the proposal to allow unlicensed spectrum to be used for D2D. #$ASTS. I'll add other filings in this thread. NextNav, Intel/Cisco/Broadcom have also made comments.
WISPs operate facilities that use devices certified under Section 15.247 in the 5725-5850 MHz Industrial-Scientific-Medical ("ISM") band and other devices certified under Section 15.407 in the 5725-5825 MHz U-NII-3 band. Millions of unlicensed devices, including WISP equipment, Wi-Fi, utility communications and consumer devices, also rely on Commission certification under these two rule sections.”2 We continue to believe that to be an accurate estimate today for U-NII-3 unlicensed devices and devices operating in other unlicensed spectrum bands in rural areas. Two WISPA vendor members that manufacture unlicensed devices estimate that there are at least 572,000 UNII-3 band radios, which those companies sell, that are currently deployed in rural areas. There are at least 12 companies that sell radios and devices to operate in the U-NII-3 bands in the United States. So, that 572,000 figure is only likely to be substantially higher. With respect to the 902-928 MHz band, WISPA said in 2024 in the NextNav rulemaking proceeding that “WISPA members use the Lower 900 MHz band to serve numerous homes and businesses in heavily forested and rural areas where they are surrounded or otherwise blocked by trees. These locations cannot be reached by signals in the 5 GHz or 6 GHz bands, and in only limited cases are signals in the 2.4 GHz or CBRS bands able to penetrate foliage well enough to reach them. In addition, because of the remote location or challenging terrain, many of these areas would not be cost-effective for fiber deployment.”3 With regard to the 2.4 GHz band, in a 2004 Notice of Proposed Rulemaking, the FCC said this about widespread use of that band: “Part 15 unlicensed devices and wireless broadband services using such devices have been extremely successful. The past few years have witnessed the development of broadband unlicensed industry standards such as IEEE 802.11b (Wi-Fi), Bluetooth, and Home RF that have greatly expanded the number and variety of devices that …
