The council authorized a 30-year lease with the U.S. Department of the Air Force for about 47.6 acres known as Twin Oaks Park (Mullet Festival site); the city manager said the first-year value is about $65,000, paid partly in cash and partly in in-kind services, with an annual escalator of 3% or CPI.
