They are regulated at well under the size needed to deliver cargo. That said, the pilots may not always follow the guidelines or NoFly areas and I worry that news/LE helos could have an issue with competing height limits.

If I were advising the EU and UK, I'd tell them to offer immediate entry into the EU for Ukraine, station a multinational force in a buffer zone backed by a nofly zone, and partner with them to market the wealth of minerals and wheat that would make the EU a bigger player than the USA.
