A fairly simple approach would be to tie them to the new TAX concept introduced in FA 2025, of “Long Term Resident”. This replaces the old dom/nondom distinction & a LTR pays tax on their worldwide income & gains. Broadly speaking, if you’ve been resident the last 4 years or 11+/20 years, you’re LTR

Yes, but it's still worth asking why middle-to-upper-middle class people who are not nondoms and didn't go to private school (and often politically identify in opposition to private schools) don't give any credit on nondom taxes or VAT on private school tuition.
