Youtube's notice-and-staydown system is Content ID, an incredibly baroque system that allows copyright holders (and people pretending to be copyright holders) to "claim" video and sound files, and block others from posting them.

I don't know who needs to hear this (actually, I do), but notice-and-staydown is also known as prior restraint. And as noted 1st Amendment scholar Walter Sobchak has noted, prior restraint has been roundly rejected by the Supreme Court. https://www.youtube.com/watch?v=pn-kxUEySy0

I have lots and lots of concerns with @ThomTillis new copyright reform draft, which would be a disaster for free speech and an open internet, but just to focus on the big one: a notice-and-staydown provision is unconstitutional prior restraint....

"Notice-and-staydown" would be VERY expensive to put in place. Would further entrench platforms like YouTube. Excellent point from @cmcsherr
