There's been #LibreOfficeBase available and there was #OOBase long even before that, most people who have #MicrosoftExcel are using it as part of #Microsoft365, that comes with #MicrosoftAccess and for ages there were cheap standalone copies of that!
I stopped forcing Excel to be a database after finding this open-source middle ground
