Prior to the Goldwater-Nichols Act becoming law in 1986, command authorities in the US military were a messy smorgasbord of service and other chains

As everyone know combatant commanders definitely have the authority to claim OPCON of service retained assets unilaterally, much less assets who are already OPCON'd to another CCMD

That's why it's called the Combatant Commander Orders Book and not, say, the SDECDEF's Orders Book

My entirely speculative theory, which this is still mostly consistent with, is that Hegseth was basically reaching past Holsey to conduct operations in SOUTHCOM’s area of responsibility but not *under* SOUTHCOM, and he put his foot down about chain of command and legality and was dismissed for it.

So there's layers to this

The TSOCs in a specific AOR are under the OPCON of the Geographic CCMD and have a DIRLAUTH-esque coordinating relationship with the SOCOM mothership

SOCOM's unilateral global CT authorities have been de facto delegated solely to JSOC
I don't know exactly where you go beyond that in rooting out the special operations cult of lawlessness, but an immediate start would be abolishing SOCOM as its own combatant command and requiring, by law, such operations be conducted only through the regular geographic commands.

The Theater Components (TSOCs) are under the Operational Control (OPCON) of their CCMD. Eg, while SOCOM has responsibility for equipping/resourcing and providing units to SOCCENT, SOCCENT's operational chain runs up to the Commander of CENTCOM, not SOCOM

There are two types of Combatant Commands: geographic and functional. Geographic are straightforward; their AOR is bounded by lines on a map. When forces cross the line into that geographic AOR, a CHange of Operational Control (OPCON), or CHOP, occurs. That means transfer of authority

This was basically how this clause was used for the first 15 years of SOCOM's existence...SOF primarily operated under the OPCON of the geographic combatant command they were operating in, which exceptions being limited SOF-specific instances requiring exquisite/sensitive expertise
