Minority-rights experts want EU enlargement assessments to compare countries more consistently and focus more on how rights work in practice.

Proposals include common benchmarks, direct input from minority organisations and closer use of Council of Europe and OSCE expertise.

Samarkand Human Rights Forum Ends With Renewed Commitment, Solidarity
The Fifth Samarkand Forum on Human Rights has successfully concluded its proceedings with a final document defining long-term priorities for international co-operation to ensure human dignity and equality. The two-day international event, which was co-organized by the OSCE Project Co-ordinator in Uzbekistan, brought together more than 200 representatives from international and regional organizations, foreign national human rights institutions and civil society. This year's Forum was dedicated to three milestones: the 60th anniversary of the International Covenant on Civil and Political Rights, the 40th anniversary of the International Covenant on Economic, Social and Cultural Rights, and the 30th anniversary of the establishment of the National Center for Human Rights of the Republic of Uzbekistan. The OSCE figured prominently in the Forum's agenda. Maria Telalian, Director of the OSCE Office for Democratic Institutions and Human Rights, delivered a video address on the importance of upholding human dignity, equality and sustainable development amidst evolving global challenges. Christophe Kamp, OSCE High Commissioner on National Minorities, highlighted the continuing need for regional co-operation and protection of minorities to maintain stability and security.
