all 4s and 3s but what are offbeats need to pass seamlessly to onbeats in the subsequent bar, and the only way that can happen is if the rests are felt fully

The reason why is that if you play straight and late, your offbeats still line up with the rhythm section's swing, while still being audibly at odds on the onbeats. The tension is exciting.
