(Why isn't modern OpenID this way? well, the vast majority of OpenID Foundation members substantively benefit from the status quo, but to be fair OIDC does solve a lot of problems that businesses have. It's just suitable for the social applications OID was originally designed for.)

If the authorization server supports OpenID Connect Relying Party Metadata Choices 1.0 but does not support OAuth 2.0 Attestation-Based Client Authentication, then "none" is usable.
