Planning staff presented a timeline to adopt Lancaster County's 600‑page Unified Development Ordinance before a November moratorium deadline; council members raised several substantive concerns (open space rules, rural neighborhood sewer requirements, connectivity and impact fees) and asked the UDO subcommittee and staff to provide specific recommendations before a special called meeting on Aug. 31.
