City staff presented a proposed development agreement for the 21-acre Wilson Ridge parcel that would satisfy the Hillside Overlay Zone open-space requirement by dedicating 2.75 acres to Utah County and coordinating a trail on a rebuilt embankment; staff said the plan would go to Planning Commission for a public hearing and recommendation.
