City budget staff presented a package of efficiencies, transfers to capital and reductions with operational impact intended to balance the general fund for fiscal 2027; council members pressed for branch-level and cumulative-impact data. The proposal includes targeted departmental cuts and new fees to raise revenue.

Mark Gallegos told the commission proposed fee increases (rounded to nearest dollar) will range roughly 2.5%–5.2% to offset inflationary pressures on personnel, insurance, IT and vehicle costs; outreach to stakeholders has been ongoing with generally positive feedback.
