What does "unregulated" mean in this context given there isn't a single diagnostic path for ADHD and ASC and the guidance often differs between PCTs? It's easy to scaremonger about providers when they're just picking up the slack from the NHS refusing to assess anyone

This is following the scraping of Primary Care Trusts in 2013 and the formation of Clinical commissioning groups and NHS England to take on some of the PCTs functions (some went to local councils and some like pandemic preparation were ditched completely).
