i don't agree with this reasoning. think of the MAE or other illusory motion, where you can see movement.. without "things moving". sensation of change is rather dissociable from things-that-change, so it's plausible that a percept might change without an accompanying feeling of change

Could the vowel of 'is' be a schwa that's harmonising with its flanking vowels? (i.e. the word is still 'has', but it sounds like 'is' because of its environment).
