Romanian authorities have asked U.S. President Donald Trump’s administration to allow the restart of the Petrotel oil refinery in Ploiești, owned by Russia’s Lukoil, the country’s Energy Minister Bogdan Ivan said in an interview with broadcaster Antena 3 . “We have already spoken with American representatives. We have prepared the official documents and will soon receive authorization that will allow us to resume operations at this oil refinery,” Ivan said. Romania’s Petrotel refinery accounts for about 21% of the country’s oil refining capacity. The energy minister said a decision to restart operations would be made after Romanian authorities receive confirmation from the United States. The refinery in Ploiești halted operations after the United States imposed sanctions on Russian oil company Lukoil in October 2025. Since then, Romanian officials have repeatedly said the state could take control of the refinery if a special legal framework is put in place. Bucharest initially sought a delay in the implementation of sanctions affecting the refinery, but the energy minister later said the authorities intended to act independently “to protect energy security and jobs.” He also said Romania “must take control” of Lukoil’s local assets. After the U.S. sanctions were introduced, Lukoil decided to sell its foreign assets. In late January, it emerged that the company had agreed to sell them to U.S. investment firm Carlyle.

In Romania, an explosion (without subsequent fire) happened during a repair shutdown at Petrotel-Lukoil, injuring one worker. Authorities state it occurred in an industrial sewer area, with the cause under investigation.

Romania has not yet taken official steps, but according to the energy minister, the government is exploring options that would preserve the operation of the Petrotel plant while simultaneously stopping funding to Russia. Nationalization is considered only as a last resort.
