making the buying and selling of PII flatly illegal would outright kill most of the predatory tech businesses in this country AND kill most ad companies. It's about as close to a silver bullet of legislation you could ask for. ALL of the stuff we hate about modern tech is built on it being legal.

Most businesses that use PII already generate enough of it from their userbase that its honestly more expensive to buy than just collect.
There are also the loopholes in working around what does and does not constitute PII to make it hard to nail down.

JUST doing that would solve most of the problems of modern tech and I'm not even kidding. Having ANY PII in that scenario would instantly become a liability, and would encourage anonymity by proxy.

True, but that opens up the fun law suite land to find out what constitutes PII, and most companies DO NOT want to find out, so they'd prob limit data collection as much as possible.
