Much the same problem in PME (Professional Military Education), where the institution's leaders almost never have a background in education.
1. The commanding heights of universities are very conservative places.

The thing is, unlike a lot of other subfields in history, Military History has almost no purchase at the ultra-elite private universities - it mostly happens at cash-strapped big state publics and PME.
A PME purge would be a mass extinction event for the subfield; there's nowhere for them to go.
