psql -c 'alter system set random_page_cost = 1.5' -c 'select pg_reload_conf()'
Bonus: they run in the same session, so you can even use vars.

19 hrs later my Pet Relay's been churning along, indexed and backfilled 1.77 users and counting.
The Data partition 603 GB, my PSQL DB is 377 GB, the main bottleneck is IO, though 128 GB RAM certainly helps. Tweaked bigsky/PSQL settings a few times.
Time to backfill the PDSes!
