The Pactmasters (a council of witchwyrds) go extremely hardcore when crossed.
A screen shot of the fictional character Massein Aktep's entry on the PathfinderWiki. It describes the identity of the infamous prisoner, as well as the reason for his imprisonment: "Massein Aktep was an extremely wealthy businessman in Katapesh. He was involved in a huge scandal in 4701 AR, in which he was implicated in tax evasion, fraud, and the murders of several prominent guildmasters. In response, the Pactmasters seized all of his holdings, turned his expansive personal dungeon into the city of Katapesh's new gaol, and imprisoned him there in a 5-foot-square cell as of 4709 AR. The Pactmasters also converted his estate into the Council Hall, which hosts meetings of the city's guildmasters and other officials, as well as the Zephyr Guard's barracks. As of 4709 AR, the Pactmasters annually brought Massein Aktep out of his cell and paraded him through the city in what is known as the Gaol Parade, to remind the citizens of Katapesh that nobody is allowed to break the law."

I could see Aspis Consortium (particularly that weird branch that dabbles in the Occult/Dominion of the Black stuff), Technic League, and maybe the Pactmasters. All three are currently on the outs, have compatible interests, and would definitely have access to mind control tech of some sort.
