Most of the killing of civilians in WWII was done by bullets, bayonets and gas, not bombs and the vast majority of it was inflicted by the Axis powers. Jon Parshall, adding figures together, comes to a minimum figure of 39.6 million civilian deaths in allied countries, for instance.

In universe, sure.

In the real world? Parshall quotes a 1942 article of Mil Review: "ammunition is cheaper than human life and a lot easier to ship to any theater of operations...when in doubt, shoot, and shoot a lot. Let your logi officer figure out where the next box of shells is coming from."
It should however be noted that being needlessly wasteful with the Emperor’s resources is heresy too, and unlike artillery shells, Guardsmen can be mass produced by unskilled labour.
