Phronesis is a habtualized perceptive capacity that develops over the course of a life in response to situations in which agents are involved. AI does not have phronesis because it does not have a Lebenswelt.
Coupled with the Wittgensteinian issue that a rule can never specify how it needs to be interpreted and applied, because any such specification would have to be interpreted and applied again. Rule-following is learned through socialization, and an algorithm can never be socialized.

This is good. Sam is logical but lacks practical wisdom (phronesis) - the ability to exercise context-sensitive moral judgment when explicit rules for a given scenario are missing, incomplete or uncertain.
