NSN has announced the launch of the Finlay Tarling Talent Development Scholarship in honor of the 19-year-old Welsh up-and-comer who died after being struck by a motorist while racing the Volta ao Portgual in August. Tarling was in his second year with the NSN development squad at the time of the incident, and that team will now work with Welsh Cycling and Tarling's parents to name one young Welsh cyclist each year to "receive support in the form of equipment, coaching, and attend the Devo Team training camps, effectively benefiting from the opportunity to learn, train and develop alongside riders and staff working within the team’s performance program." _"_ The recipient will be treated as a member of the NSN Development Team in all aspects beyond racing and, should the rider be ready, the opportunity to race as a stagiaire in the second half of the season is a possibility," said NSN Development team manager Tim Elverson.

Fellow Cuban-American here: Agreed, completely different language, Brazil/Portgual. I interact with South Americans a lot for work too and Castilian is sooo different.

My wonderful friends in Santarém, Portgual, who I stayed with in April, have said I can stay at their house during the time they are back in the US from Sept to Jan. I'm going to do it - maybe not for all of the time, but for at least 2 months I think.

Very intrigued by this dissent in Pinhal v Portgual. It seems to confirm what sceptics have been saying for a long time, i.e. that "practical and effective" and "living instrument" together operate as an incessant one-way rachet. Indeed, for Judge Serghides, that is the point.
