A DLCD‑assigned consultant told the Prineville Planning Commission the state’s new methodology allocates 3,000 dwelling units to Prineville for 2026–2046 and described required analyses — a contextualized housing need memo, buildable lands inventory, and a new development‑ready lands inventory — plus public engagement this fall.

Planning staff told the Prineville Planning Commission the City received a DLCD grant to complete a Housing Capacity Analysis and Buildable Lands Inventory; consultant 3J Consulting will lead outreach, land inventories and a residential land needs analysis under a state planning cycle now set at eight years.

Staff said the Ochaco/Primeval project is close to opening phase one (about 192 units) and described a state "middle-income revolving loan fund" that could provide gap financing (roughly $4 million) if the city acts as a sponsoring agent.

Staff told commissioners the city will move forward on a state-required Housing Capacity Analysis and a land-use code audit to reconcile frequent legislative changes; commissioners will act as the public advisory committee for both efforts.
