Every `EXPRS ::== EXPR | EXPRS ',' EXPR` production in any language ever should be considered a bug. Trailing commas should be allowed everywhere!

In Software Testing, the fundamental understanding is that the later a bug is found, the more expensive it is.
Fixing a bug in design is $1, $100 to fix in development, and $10,000 to fix in production.
Now apply that to Preventative Healthcare vs. ER visits. Eliminating Medicaid costs more.

It’s working exactly as designed. Limiting production was the intended outcome. Making housing prices too high was a bug they did not realize would occur by limiting housing production
