Cook County launches fuller independent review of juvenile detention center and reports steep vacancy reductions
OCJ said Catalyzed Justice (funded by the Annie E. Casey Foundation) is conducting a fuller JTDC assessment after an initial July visit; officials also reported youth detention specialist vacancies fell from 32 in June 2025 to 8 as of 10/15/26 and a 20% reduction in JTDC overtime.
