After a lengthy debate, the commission adopted an amended plan for 2027 RFP recommendations that trims the five largest average allocations by 10% and reduces the remainder by about 3.4%, while preserving projects under $300,000; the motion passed 12–2–1.

Dylan Dear of the Legislative Research Department told the committee the State Fiscal Recovery Fund awards totaled roughly $1.7 billion and that of about $1.2 billion in project allocations $914.7 million had been expended with around $264.2 million remaining as of the December update; members pressed staff about deadlines and reallocation rules.
