These seem like WM issues more than distro issues. Have you tried KDE on Wayland? It seems to support fractional scaling and high resolution scrolling out of the box. I think Fedora has a KDE spin fedoraproject.org/spins

apesar do fedora principal vir com gnome, tem as Spins que é feito pelo proprio Fedora Project que vem com diferentes DEs por padrao pra quem tem preferencia por alguma delas. a proposito, a partir do Fedora 42 a spin KDE vai se tornar padrao assim como a versao gnome.
