A Purchase Order Does Not Mean Procurement Is Complete One mistake I see quite often in projects: A PO is issued, and everyone considers the procurement activity complete. It isn't. The real questions start after the PO: Has the supplier acknowledged it? Has the material been technically approved? Has the drawing been approved? Has the advance payment been made? Has production started? Is the material actually available? When is it ready for inspection? When will it leave the factory? And most importantly: When will it reach site? I've seen projects where the procurement report showed 80–90% of POs issued, while the site was still waiting for critical materials. The problem wasn't that procurement had not happened. The problem was how procurement progress was being measured. A PO is only a commitment. It is not the material. For critical packages, I prefer to look at the complete journey: PO → Approval → Production → Inspection → Dispatch → Delivery → Site Readiness Because the project doesn't progress when the PO is issued. It progresses when the material is available when the project needs it. Lesson Learned: Don't measure procurement by the number of POs issued.
