KDOT and the Secretary updated the committee on the Eisenhower Legacy Transportation Program (IKE): about 2,000 projects and roughly $6.3 billion invested with preservation the top priority; Secretary Calvin Reid also touted recent federal discretionary grant wins and cautioned that flexibility to add projects will shrink as commitments are built out.

ODOT told a joint interim transportation committee that several large projects are at different development stages with collective funding shortfalls, and outlined a debt strategy including a planned bond sale to refinance short‑term borrowing. Committee members pressed for contingency plans and clearer tradeoffs.
