It is linked to the Russian bank Promsvyazbank, which is under UK, EU, and US sanctions. However, exchanges in Kyrgyzstan — including Grinex and Meer, which are also under sanctions — have allowed A7A5 to be purchased for cash.

"A7 LLC" was set up in October 2024 by Moldovan oligarch Ilan Shor (51%) and Russia's state-owned Promsvyazbank (49%).
Promsvyazbank funds Russia's defence sector. Shor is sanctioned for vote-buying (among others) on Moscow's behalf.
