Trump isn’t asking the court to settle his lawsuit against himself for $1.7B of our money. He’s telling the court he’s doing it. How can the judge have no say in the matter?
Trump filed a notice of voluntary dismissal with prejudice. It is self-executing, no order required, and effectively terminates the case.

Typically you'd only file it "with prejudice" after a settlement because it means you can't bring the claims again.
