The paper has more details, but typically R2T4 leads colleges to return "unearned" funds to the fed govt on the students behalf, leading the students to owe money to the college that may prevent their re-enrollment, or in some cases leads to transcript withholding /5

For students at the threshold, they owe approximately $1600 and 4pp less likely to re-enroll in college the next year. Results are driven by students in the bottom half of the R2T4 income distribution, who experience persistent enrollment declines of roughly 5.5 percentage points /4

Colleges that are larger, have higher retention and completion rates, and have more White and Asian students have lower rates of R2T4 calculations in their eligible Title IV population /5

This project uses R2T4 data that ~1/4 of colleges optionally reported to ED's COD System just in Fall 2019. The data shows R2T4 led to ~$150 million in total monetary transfers; this is ~0.25% percent of all Title IV grants and loans disbursed by colleges that used the COD tool in 2019-20 /3

As background, students who receive federal student aid and withdraw from college before completing the academic term or payment period are subject to a Return of Title IV Funds (R2T4) calculation, which could require the student or college to pay back unearned federal funds to the government /2
