Killing someone on Federal grounds is one of very few ways they could get jurisdiction for a murder. Unless there is a specific statute authorizing it, federal jurisdiction is supposed to be limited. And the big ones that immediately pop to mind like terrorism, have such a statute.

For this specific fact pattern, yes. One person killing another without a nexus connection to terrorism, drugs, or organized crime is generally not something the Feds will ever deal with. It always appeared to be a stretch to me that they did this as a political spectacle/because NY didn’t have DP.
