Also something that is ignored in this formulation, which we explicitly drew attention to (History Sub Panel Report, REF2014), based on actual evidence, is the way in which 'lower quality'/2* research plays foundational roles in generating 'world-leading' 4* research.

Be very, very careful what you wish for. A key point made in the REF2014 History sub-panel final report was that 2* research often clearly played a vital enabling role in the creation of 4* research. Process, not just products, needs careful attention in any restriction of UK research volume.
I hope that somebody writes something about how it affected (British) academia too — the coinciding of preparation for REF2014 and the rise of Twitter changed/catalysed how academics engaged with journalists and policymakers (at least it seemed like that in political studies).
I don’t think most people (present company excluded) fully appreciate how much X had changed journalistic output, and in turn wider public discourse.
And I don’t so much only mean the last two years as the whole decade-plus it has existed.

One of the most important take-aways from reading tens of History UoA Impact Case Studies for REF2014 and REF2021 was how embedded universities are at multiple levels (including infrastructure) in e.g. the cultural offer of their localities and regions. So much of this is now at great risk. 2/2

Indeed, as stated in REF2014 History sub-panel report, p. 51: 'The subpanel noticed that in many cases 2* work, also submitted, had acted as a springboard for subsequent 4* work, and could be seen as its crucial underpinning.'

Lots of excellent food for thought here, but also a significant caveat re REF output scores and supposedly 'low quality publications', eg those scored below 3* & thus attracting no funding. See REF2014 History UoA report p. 51 re 2* work underpinning 4* work: 2014.ref.ac.uk/media/ref/co...

It was a huge problem in the run up to REF2014 when senior profs in my field with a '4x4' were moving around almost every 18-24 months to exploit schools who had loads of money from PGTO. This was terrible for department cohesion and dumped a lot of the work onto junior scholars.

Dundee was UK top for biological sciences in REF2014 and near-top in REF2021 with substantial Wellcome funding for buildings, whilst being a smallish non-specialist HEI in a small town. The current major pressures in the HE sector have tipped it over the financial edge. 👇
