The range of selected punishments I have seen suggested for Man City, no matter how harsh or creative just don't feel as though they are severe enough. The amount of money they have no doubt will ever be big enough, no relegation ever far enough.

You are conflating expulsion and relegation. A large enough points penalty to relegate them wouldn't need a vote.

Expulsion from the league.

Not relegation.

The club would have to apply to join the EFL. By judgement of the independent commission the management and the owners are not "fit and proper persons" to own and run a football club.

After that it's up to MCFC owners to decide what they do.
