The article focuses more on the evolution of civic tech, and how they think about their relationship with govt. Some concluded that early theories of change (eg relying on open source principles) were insufficient and they needed to be in govt to make change.
onlinelibrary.wiley.com/doi/10.1111/...
Early civic tech theories of change took several forms, but a common theme was that they did not require civic technologists to maintain an ongoing presence in government. Such theories emphasized creating open data and open-source code, reflecting a faith in transparency as a vehicle for change. Other theories centered on the idea that civic technologists could build products that could be handed off to government officials. While the previous section makes clear that faith in transparency remains, such theories gradually became seen as insufficient to facilitate change. “Open-source and open data had a lot of resonance. There was this idea, especially in early Code for America to say, you build something in a fellowship in one city, and then you'd open-source it, and that everybody would just be able to use it…And that reuse theory really didn't work as well as people hoped” (5). “Maybe 10 years ago, 15 years ago, in the kind of open-data movement days were very much like…sunlight will be the best disinfectant. And I think some of the things that the civic tech movement has actually learned is that it is not…There's actually work to be done internally” (6). “That open-source idea had a lot of attempts at it, and it didn't work… And I think things were learned from that. For example, at the end of the day, city government folks—like city government IT staff, technology staff—they're not looking to be participants in an open-source project” (3).

🆕JEV-as-a-Judge: Accept When Confident, Escalate When Unsure

Yubo Li, Yidi Miao, Ramayya Krishnan, Rema Padman
LLM-as-a-judge enables evaluation across diverse tasks, but inference cost and confidence reliability become critical at scale. We study whether a decision-only judge can provide an economical first pass and identify when stronger evaluation is needed. Comparing jev-as-a-judge with sixteen generative and reward-model judges, with blinded human adjudication, we find it within three percentage points of a state-of-the-art LLM judge, our strongest comparator, on ordinary preference and evidence-grounded factuality at 0.36% of the comparator's fee. Larger gaps arise when judgments require checking a derivation or resisting an elaborately written wrong answer. On several benchmarks, JEV's gap to this comparator is concentrated in low-confidence decisions. A frozen cascade that accepts confident verdicts and escalates uncertain ones retains 99% of the comparator's accuracy at lower cost.

[1/2] Dumb comic I made some time ago about a magical #tf because, while #gooning and #hypno are great kinks of mine, I'm also very obsessed with #tf... And the boon "Word of Greater Girth" from Hades 2 always made me think about something like this happening. Mmm... greater girth... 😋
A twink wizard arrives at Aeaea Island to ask Circe for her great Fortune "Word of Greater Girth". He's in full wizard costume and dons a moonstone earring that protects him from being turned into a beast. Circe is a flat png from the game Hades 2 because I couldn't be arsed to draw her lmao. He says "Great Circe, Bestow Upon Me [WORD OF GREATER GIRTH] - my moonstone earring shall ward off your beast-morphing spells!". The powerful witch replies "Lmao ok" Fig.1 - The twink wizard gets upgraded to Twunk with a puff of magic. He gasps in surprise. "Oh my stars! This is amazing. I feel... so strong". Circe asks "Wanna get even bigger?" Fig.2 - The wizard becomes a hunk. Clothes fully rip apart. His expression shows concern because he realizes he's starting to lose his mind to the transformation. He exclaims "Wow! Wait... what's happening to me...?!" and the next speech bubble, already slowly turning pink, says: "I'm... uhnnnhh... getting d-dumber..." fig.1 - The wizard is now a giant himbo, still growing and slowly shedding all his clothes. His wand lies on the ground forgotten, he doesn't even know how to use it anymore. All he manages to say is dumb shit like "Ughhh... what was me say? I... big..."; but there's still some fight in him left. Finally, Circe says: "If you lose your moonstone you'll grow even bigger" fig.2 - The himbo, now completely naked and massive, says "heheh... okay..." and takes off the moonstone earring, his last remaining barrier against fully succumbing to Circe's powers. fig.1 - The himbo half-way through his final transformation. Now completely moonstone-less, he is powerless against Circe's shape-shifting spell. Half his body already turns furry and blue, and his muscles grow exponentially, while his mind completely fades away. All he can say is: "uhhhhnnnnRRRRR", a moan that turns into a feral growl fig.2 - The transformation is complete. The new monster grunts a happy "RUFF". He has no memory of magic or spells.
